The Path To Casino Development

  1. Petition
    The Linn County Board of Supervisors passed a resolution allowing a gaming referendum to be on the November ballot. Accordingly, no petition drive is needed. In 2013, over 16,000 signatures were collected.

  2. Referendum
    On Tuesday, November 2, 2021, Linn County citizens will have the opportunity to vote on allowing gaming in a county wide election. The measure must be approved by a majority of Linn County voters. As Linn County previously voted in support of gaming, a second referendum – if passed – will permanently authorize gambling in Linn County.

  3. Gaming License Application
    Once the referendum is passed, the Linn County Gaming Association (LCGA) and its casino operator-partner, Peninsula Pacific Entertainment (P2E) will jointly apply for a state license for a casino in Linn County to the Iowa Racing and Gaming Commission (IRGC).

  4. Casino Development
    If the IRGC grants a gaming license, formal steps will be taken to develop a casino in Linn County.
